The main function of the ASQMS Oversights is to develop and manage the ASQMS certification framework and ensure the standardization and effectiveness of the certification process. ASQMS Oversight realizes the assessment the conformity and certification of ASQMS standard for organizations via accredited certification bodies. The management of certification bodies by ASQMS Oversights includes, but is not limited to:
a) Office evaluation and witness audit of certification bodies;
b) Provision of explanations and guidance through the Sanctioned Interpretation (SIs) and Frequently Asked Questions (FAQs);
c) Administration of ASQMS database to ensure its timeliness and accuracy;
d) Training and qualification review of certification bodies’ third-party auditors;
e) Process of applications of new certification bodies.
In addition, ASQMS Oversights support:
a) The first and second party auditor training and qualification;
b) The exchange between OEMs and important suppliers to establish the standard worldwide and the standard’s continuous development;
c) The transparency of all standard related information to allow effective consultancy services;
d) The strict adherence to the principles of impartiality.
ASQMS oversight offices around the world perform the same functions with the same standards and processes in their respective jurisdictions. Currently there are two ASQMS oversight offices, both non-profit organisations. One in China is undertaken by the CACPQSP Automotive Working Committee and the other in Germany is undertaken by ASQMS Deutschland GmbH. The global supervision and management structure of ASQMS Oversights is shown in the following figure:
